Today, 3 April 1315, I, Harald Magnusson King of Sweden, issue the Lagar av Kungariket.

The following laws are non-expiring until or unless Regent will change them.
 
Lagar av Kungariket apply to everyone and has to be followed by all Swedish citizens, and every foreigner into Swedish territories.


I. Kingdom - Kingdom of Sweden is a Monarchy.
Regent wields directly all powers with the aid of the Nobles, is the commander of Swedish knights and warriors, manage the legislative power and runs diplomacy to protect the Swedish People.

II. Language  - All official documents of the Kingdom are written in English.

III. Succession  - Succession to the throne takes place after Regent's abdication on behalf of the previously appointed Heir.

IV. Religions  - No religious buildings can be started or demolished without prior Regent's written authorization. Individuals found guilty will be punished by imprisonment up to 3 days and a silver fine up to 1000sc.

V. No one is entitled to take Swedish citizenship without Regent's prior written approval. Individuals found guilty in obtaining Swedish citizenship will be punished by imprisonment for up to 3 days and a fine up to 1000 silver coins.

VI. Laws  - Regent's will is the main source of law. No law can come in force without Regent's previous consent.

VII. Titles  - Regent has the final right to grant noble titles to those who distinguished by loyalty, devotion and commitment to the Kingdom and to the People.

VIII. Pardon - Regent has the power to grant pardon and commute sentences according to his personal discretion.

IX. Right to Learn  - Maximum cost of studying/training is 3 silver coins per hour plus taxes. In case of infringement, the Academy Director or Drill Master will be warned to set the cost back. If there is no change within the next 24 hours the person will lose the role and must pay up to 400 silver coins to the Royal Palace.

X. Freedom of Movement  - If a Guard Captain restrains anyone without reason, meaning the victim is innocent of any crime, then the Guard Captain will be warned. If the situation persists within the next 24 hours, the Guard Captain will lose the role and must pay up to 400 silver coins to the Royal Palace, proportionally to the time the victim was wrongfully held up.
The possible compensation asked by the victim for the abuse has to be paid by the Guard Captain.

XI. Wrongfully Accused - If a Judge wrongfully punishes anyone without reason, meaning the victim is innocent of any crime, then the Judge will be removed from the role. The punishment to the Judge will be at least equal the punishment given to the wrongfully accused.
The possible compensation asked by the wrongly accused for the abuse has to be paid by the Judge.

XII. Taxes - Vassals are not allowed to raise the taxes above 10%, as this would harm the citizens and economy. If taxes are found over the maximum percentage, the Vassal will be warned to lower the taxes. If this doesn't happen, the Vassal will lose the role, put in jail for 2 days and required to pay a fine up to 400 silver coins to the Royal Palace.

XIII. Harassment  - If a person harasses another person, this being the constant annoying or abusing of another person, and the annoyed person complains, a trial should be open. If the accused is found guilty, a fine must be paid up to 400 silver coins, depending on the severity of the harassment. Money will go to the victim.

XIV Duels - Duelling in Sweden is allowed. Tournaments may be organized in fiefdoms upon Regent's approval.
Repeated attempts to challenge a person to a duel without previous agreement or publicly declared reason may be subject to accusation of Harassment and prosecuted by law.
Loser's looting is not allowed neither by the winner nor any citizen or foreigner. Individuals found guilty will be punished by imprisonment of 2 days and a silver fine up to 400 silver coins to the Royal Palace. All looted items and money have to be given back by the looter to the looted.
No compensation could be asked to the Kingdom.

XV. Threats/Slander - If a person threatens another person, a trial should be open. If the accused is found guilty, a fine must be paid up to 400 silver coins, depending on the severity of the Threats/Slander. Money will go to the victim.

XVI. Inactivity  - All goods on market for more than 1 year will be confiscated, after a proper notice. Goods will be returned to their owner upon request. They will become property of the Kingdom in case of decease.

XVII. Resource theft  - No raw resources can be extracted by foreigners in Sweden without permission being granted by the Regent or the related Vassal or according a Diplomatic Treaty. If found guilty the person will have a jail time of 2 days and a fine of 400 silver coins for each gathering action. All extracted raw resources have to be given back to the Kingdom as compensation.

XVIII. Profiteering - If a person buys products on a Swedish market, and then sells those same products on the same market, or into another Swedish one, at a higher price before 7 days have been passed, then this person is guilty of profiteering.
First, a warning will be given, and if not complied, the punishment of 400 silver coins fine to be paid to the Royal Palace will be applied.

High Treason  - Any act designed to undermine, destabilize, or overthrow Swedish Monarchy is considered an act of High Treason. Accused persons will be restrained from leaving the Kingdom until the trial is finished.
Individuals found guilty will be punished by imprisonment for 3 days and a fine of 1000 silver coins. The person will be permanently banned from the Kingdom.

XX. Attack on Kingdom Security and Prestige  - Whoever, by means of words, acts, omissions of due acts or in any form of expressions affects the security and peaceful coexistence in the Kingdom in some way or exposes it to external threats or damages its international prestige, will be subject to a trial. Individuals found guilty will be punished by imprisonment for up to 3 days and a fine up to 1000 silver. The person could be banned from the Kingdom.

XXI. Theft - If a person steals goods from the Kingdom, meaning the unauthorized taking of any goods and money from the Royal Palace, Castle, Court, Barracks, Academy, Training Grounds or Kingdom Projects, a trial will follow. If found guilty, the punishment will equal 1000 silver coins to be paid to the Royal Palace, and a ban from all government positions. All stolen goods/money have to be given back to the Royal Palace or their equivalent value as compensation for the damage.

XXII. Banishment - Banishment is declared by the Regent at his sole discretion.
If a person has been exiled, this person is not allowed to be anywhere inside Swedish's lands, for any reason, unless permission has been given by the Regent.
If this person is found within the Kingdom, without permission, then the Kingdom is allowed to imprison this person for 3 days. After the 3 days, the person has 12 hours to leave, before being jailed for another 3 days. Every jail time is accompanied with a 1000 silver coins fine.

XXIII. Repeated Offences  - If a person has committed more than one crime, despite punishment, then the punishment for new crimes may be doubled. After the third crime, the person will be banned from Sweden.

XXIV. Closed Borders to disease carriers  - All foreigners infected with any plague or disease are forbidden to enter Sweden lands unless permission has been given by the Regent.
All infected refusing to travel to the appointed quarantine region will entail immediate imprisonment for at least 48 hours to provide for the healing.

XXV. Good behavior - All citizens have the duty to cooperate, in the limit of their own possibilities, to the prosperity of the Kingdom, to behave in civil manner and no cause damage neither by words, nor by actions to the Kingdom and to its citizens.

XXVI. Defense - Duty to defend  - All citizens have the duty to serve in the Kingdom's Army to protect and to defend Sweden from foreigners’ war attacks or raids.

XXVII. Mercenaries - Every citizens will be allowed to be hired into Swedish mercenary groups. No swedish citizen is allowed to take part into wars without a permission granted by the Regent, excluding those hired in a public mercenary group.
All people hired in a mercenary group cannot fight against Kingdoms that have signed friendship or alliance treaties with the Kingdom of Sweden.

XXVIII. Foreign Criminal  - Foreign criminals in friendly and allied Kingdoms will be prosecuted in Swedish lands according to treaty rules signed with the other Kingdoms. No one could be prosecuted for religious beliefs, gender, or race.

XXIX. Wartime Confiscation  - Any goods on Swedish markets belonging to citizens of an hostile kingdom can be confiscated.
These goods become Kingdom's property and will be used for the benefit of the Kingdom and its citizens.

XXX. Prisoner Of War  - Every citizen of an hostile kingdom if found in Swedish regions 24 hours after hostility declaration without Sovereign's permission
will be restrained from leaving the Kingdom as long as possible and prosecuted by law. Individuals found guilty will be punished by imprisonment for 3 days and a fine of 1000 silver coins.

XXXI. Acts of Abduction - No Swedish citizen or any person of countries holding an Allied or Friendly diplomatic status with the Kingdom of Sweden may be seized from any territory of the Kingdom of Sweden for the sake of imprisonment or what else, without written Regent's authorization, unless specific clauses in signed treaties are established.
